Изначально под одновременными подключениями подразумевались именно "обычные", пользовательские подключения к AOS. Эти настройки появились в KR1 как средство ограничить количество подключений к одному AOS с тем, чтобы всем, "успевшим" подключиться, хватало ресурсов и производительности отдельно взятого AOS:

Solution Registry Keys that tighten configuration when the AOS is in a low resource scenario have been added. If these limits are reached, the AOS will reject new connections. If these keys do not exist or exist without a value, Axapta uses the default value listed for each key. If enabling these keys, configure them for each instance of the AOS that is running.
