Тоже ковыряюсь с порталом 2012. К сожалению не могу порадовать решением проблемы. У меня в логе событий аналогичная ошибка:
An unexpected error has occurred.
A connection cannot be made. Ensure that the server is running.

Периодически отваливаются все лукапы на портале.
